What I find to be very surprising about her is that she looks like she could easily pass as a regular citizen in any of the Districts. I wonder why the screenwriter of the last three THG movies made her look this way? Was it to give the audience a Capitol citizen to feel sympathy for (besides Effie and a few others)?
Whatever the case is, I think that that was a very good choice to do. Especially since it makes Celestia the most looking Capitol kid in the entire franchise (well, except for Effie Trinket in The Hunger Games: Mockingjay--Part 1).
